The Leadership in the Public Sector (LPS) program is an online B.A. degree completion program designed for students who have completed an associate’s degree (AA or AS) or earned 60 credit hours of college-level courses. The program provides non-traditional students with a liberal arts foundation in the ethical, theoretical, and policy analytical skills necessary to be effective leaders in public and nonprofit sector organizations.

The premise of the program is that exercising effective leadership in the public sector has unique features that make leadership more challenging but ultimately more rewarding than leadership in the private sector. Since students are not required to come to campus at all, this program allows students to change or advance their career without taking a leave of absence or adhering to a rigid class schedule. LPS graduates earn a B.A degree that is equal in academic quality and rigor to any other NC State University degree. LPS graduates find career opportunities in public and nonprofit organizations, as well as private firms, or seek advanced degrees in political science, public administration, nonprofit sector management, and law.

To earn the degree, an applicant must be admitted as a transfer student through the Office of Undergraduate Admissions.

The most competitive candidates for admission into LPS are those who have approximately 60 transferable credit hours (OR an AA or AS degree with 60 transferable hours; not an AAS) and a combined cumulative transfer GPA of 3.0 from every college/university attended. However, emphasis will be placed on the most recent academic coursework completed.

Transfer credit should include a sufficient number of social science courses to satisfy the general education component of the major. In addition, transfer students must have taken and passed a college level math course and a college-level English course comparable to NCSU's ENG 101 (4 hours) to be eligible.

To earn the B.A. degree in LPS, you must be admitted to the program by the Office of Undergraduate Admissions.

Total Hours Required
The B.A. in Leadership in the Public Sector will require 122 total hours. Of these total hours, a maximum of 72 credit hours may be transferred. The complete list of degree requirements in greater detail can be found on the courses page. All university and College of Humanities and Social Sciences requirements for graduation must also be completed by students.

Before you submit your application, you may contact us and we can help determine how many of your existing credit hours will transfer to NC State, which can also help determine potential admissibility to the program. We can evaluate your existing transcripts and calculate your cumulative GPA. It should be noted that final authority regarding transferability of courses and those courses applicability towards a particular degree rests with the individual academic units. The LPS program is part of the College of Humanities and Arts and Sciences.

Grades Required
Students admitted into the B.A. in Leadership in the Public Sector program will be expected to maintain a minimum overall GPA of 2.0. Courses used to complete the Major Field of Study must be completed with a “C-” or better. A 2.0 GPA in the major is required.

Foreign Language Requirement
Students majoring in Leadership in the Public Sector will be required to complete the FLS-201 course as a part of the foreign language requirement for the College of Humanities and Social Sciences. It is highly recommended that you complete this requirement before in the LPS degree program.

Enrollment Requirement
Applicants for transfer into the LPS program at NC State must have a minimum GPA of 3.0 on their completed approved college level work. Moreover, no more than 72 semester hours of approved college credit will be accepted for transfer.

LPS graduates find career opportunities in public and nonprofit organizations, and further their education in fields such as political science, public administration, nonprofit sector management, and law.


Some students use the degree as a first step for acquiring teaching accreditation; others are interested in government careers. Both of these fields are expected to be in heavy demand in the foreseeable future. Other students are already fully engaged in their careers and would like to complete their bachelors to further their career potential. It starts with acquainting how to conduct adequate academic research for studying leadership. Covering fundamental concepts and assumptions of leadership, it will focus on necessary skills and approaches for good public and non-profit sector leadership. PA 332 is a fundamental, comprehensive course designed to provide a view of the major influence human resources management has in a productive public sector organization. Specifically, it examines the challenges of managing complex work systems in the political and institutional environments. Emphasis is given to the challenges facing the public sector in attracting and developing human assets in an environment of conflicting goals, stakeholder obligations and a highly aware electorate. With theoretical concepts established, the focus will shift to practical implementation tools to include recruitment, retention, compensation, and evaluation techniques.

The purpose of this course is to introduce public leaders to the tasks and challenges in policy development for improving the economies of communities.
